Hi LockAndCode,
Thanks for the updates to the legal page. You are correct about Missouri but incorrect to say that states that do not require certification are, by definition, intent states. As strange as it may sound, lockpicks are not a required tool of the trade for locksmiths. Many states are riddled with "drill and bill" locksmiths who don't even understand lockpicking, key bumping, and many other common attacks. Mississippi is a good example of a state which makes possession prima facie without requiring locksmith certification.
